Public Health Data Collection and Reporting in Ohio

Ohio has several laws mandating the collection and reporting of information deemed relevant to the public health.  Every board of education must annually report to the department of health the body mass index, weight status category, grade level and sex of children enrolled in kindergarten, third grade, fifth grade, and ninth grade.1  A physician who performs or induces, or attempts to perform or induce an abortion must make a report to the department of health within fifteen days after the woman is discharged. 2  A physician who performs or induces or attempts to perform or induce an abortion on a woman after the beginning of the twentieth week of gestation must submit a report to the department of health with information about the viability of the fetus.3  Pharmacies and pharmacists must report significant changes in medication usage that may be caused by bioterrorism, epidemic or pandemic disease, or established or novel infectious agents or biological toxins posing a risk of human fatality or disability.4

The state of Ohio has created of a number of registries and databases designed to collect and maintain information related to the public health.  The Director of Health has established a population-based cancer registry, known as the Ohio cancer incidence surveillance system, to monitor the incidence of various types of malignant diseases in Ohio.5 The director of health will maintain a registry to record incidences of tuberculosis in Ohio.6  The director of health has established a population-based pregnancy loss registry to monitor the incidence of pregnancy losses in Ohio occurring within the first twenty weeks of pregnancy by any means other than purposeful termination.7

Ohio law mandates the reporting of specific diseases and conditions.  Health care providers who have knowledge of a case or suspect case of a reportable disease must submit a case report to the director of health.8  A laboratory that examines human specimens for evidence of reportable diseases must report all positive results of such examination as required.9  Clinical laboratories that analyze blood specimens for lead poisoning must electronically report information about positive results to the director of health.10  Each physician, dentist, hospital, or person providing diagnostic or treatment services to patients with cancer is responsible for reporting each case of cancer to the department of health within six months of diagnosis.11  Each physician, hospital and freestanding birthing center must report to the birth defects information system information concerning all fetal death and children from birth to five years of age with abnormal conditions, birth defects and congenital abnormalities of certain types.12  The health commissioner of a city or general health district must report all cases of inflammation of the eyes of a newborn or gonorrheal ophthalmia, and the result of such investigations.13  Required reporters must promptly report every case of AIDS, every AIDS-related condition, and every confirmed positive HIV test to the department of health.  The director of health will designate a health commissioner to receive the reports.14
