Requires behavioral health programs to establish a quality assurance plan that addresses items such as staff training, regulatory compliance, cultural competency, and grievances. Requires the Requires behavioral health programs to establish a written process for evaluating clinical services and administrative practices. Requires this written process to describe how the evaluations will be conducted, how often they will occur, and how the program will address deficiencies identified by the evaluations.
