Requires behavioral health programs to establish a written statement of participant rights and identifies the rights that the statement must include (e.g., access to one’s records, confidentiality of records, ability to refuse participating in research, etc.). Requires programs to have grievance and complaint policies that address items such as how the grievance and complaint process will work, how to protect to participants from retaliation, and methods for documenting grievances and complaints.
