Requires the Department of Health and Welfare to establish a quality assurance process for ICFs/ID as a means of assuring patient-centered care and participant satisfaction. Grants participants the opportunity to provide feedback through the Patient Experience Survey (PES). Requires the Department to interview patients at least annually in order to obtain information on specified outcomes (e.g., access to care, community integration, choice and control, etc.). Requires the fiscal employer agent to comply with Department quality assurance activities such as audits and readiness reviews. Requires the Department to establish a process for reporting and tracking complaints and a Quality Oversight Committee.
