The Rhode Island General Assembly finds that minority residents of Rhode Island “face excess rates of preventable disease as compared to other nonminority populations” and face barriers to obtaining the services and information that facilitate health lifestyles and prevent disease. Consequently, Rhode Island intends to “establish a minority population health promotion program to provide health information, education and risk reduction activities to reduce the risk of premature death from preventable disease in minority populations.”
