In order to qualify for a certificate of authority to operate as a health maintenance organization, the health maintenance organization:
- Must not discriminate against enrollees based on age, sex, race, health or economic status;
- Provide continuous internal peer review to evaluate the quality of care and utilization of care delivered to enrollees; and
- Maintain patient records for each patient.
