Creates the Client Assessment, Referral and Evaluation (CARE) program as of means of collecting data and assessing long-term care needs. Requires the Secretary for Aging and Disability Services to implement and administer the program and to report data collected from the program to the Kansas Department of Health and Environment. Prohibits such data from including identifying information.
