Requires the Secretary of Health and Environment to establish an education program for health care providers regarding the detection of congenital and genetic diseases in infants. Requires the Secretary to implement programs for infant screening and follow-up care and to create a registry of cases. Establishes a newborn screening fund to cover the costs of the screening program.
