Investigation of Suspected Fraud, Theft, or Abuse of Services by Providers
 
Tasks the Department of Health with investigating Medicaid providers for fraud, theft, or abuse of services. Permits the Department to access medical, financial, and patient records during an investigation. Authorizes the Department to obtain investigatory information from state, federal, or local governments, health insurance carriers, clients, reports from the Medicaid Management Information System, and Medicaid contractors. Authorizes the Department, upon completing an investigation, to issue sanctions, refer the matter to appropriate authorities for administrative, criminal, or civil action, or take no further actions.
