Prohibits the public disclosure of information obtained by the Department of Health and Welfare in the course of licensing home health agencies if the disclosure would identify patients. Permits public disclosure of non-identifying information in accordance with rules adopted by the Department. Clarifies that these rules may not alter or impede the confidentiality and privilege granted to doctor and patient communications or records of such communications.
