Adopts the National Association of Certified Professional Midwives’ Essential Documents as the scope and practice standards for licensed Idaho midwives. Identifies the circumstances in which  a midwife is prohibited from providing client care (e.g., client has a history of placental abnormality, past chemotherapy, opiate use, etc.). Identifies the circumstances in which a midwife may provide care only if a licensed health care provider is involved (e.g., client has diabetes, cardiac disease, renal disease, etc.). Identifies the circumstances in which a midwife must recommend that a client seek physician care (e.g., prior c-section, prior miscarriage during second or third trimester, family history of genetic disorders, etc.). Identifies the circumstances in which a midwife must transfer the client to a hospital (e.g., client’s fever exceeds 100.4 degrees Fahrenheit during labor, continuous uncontrolled bleeding, severe chest pain, etc.). Requires midwives, when initiating a transfer, to notify the hospital of the transfer and either accompany the client to the hospital or speak with someone at the hospital. Requires the midwife to make sure that the client’s medical record is transferred along with the client.
