Requires the Department of Health and Welfare to develop a treatment plan for recipients of child’s mental health services. Require’s a child’s parent or legal guardian to participate in the plan development and permits participation by the child and service providers. Requires a child’s parent or legal guardian to sign the treatment plan as indication that they participated in its creation and agree with its contents. Permits a plan to go unsigned if the Department documents the reason for the lack of a signature in the child’s record and, if the services are court-ordered, in the treatment plan. Permits the Department to close the case if they do receive a parent or guardian’s signature for voluntary services. Requires the treatment plans to be developed once per year and reviewed at least once every 120 days.
