Requires licensed dentists to maintain patient records and specifies the information they must document in these records (e.g., patient name and address, description of services provided, diagnosis, etc.). Requires dentists to maintain accurate charges and payments records. Establishes  seven years as the minimum period that dentists must retain records, but encourages dentists to retain records for as long as possible. Permits dentists to retain records for fewer than seven years if the patient requests a transfer of the records to another dentists, the dentist transfers their practice to another dentist who will assume the record keeping responsibility, or the dentist gives the patient their record.
