Requires the Department of Health and Welfare to comply with 42 C.F.R. Part 2 and state law in regard to the confidentiality of substance use records and patient consent for substance use treatment. Prohibits medical practitioners from disclosing identifying information or treatment requests as provided in Idaho Code Ann. §§ 37-2743, 37-3102. Prohibits disclosure of substance use information about a person aged 16 years or older to that person’s parent or guardian unless they consent. Permits persons to consent to substance use treatment once they turn 16.
