Permits the Department of Health and Welfare to disclose health information if a Department employee is providing emergency care off of Department premises and the disclosure is necessary to report a crime to law enforcement. Clarifies that the requirements in Idaho Admin. Code r. 16.05.01.101 apply if the situation involves abuse, neglect, or domestic violence.
