Permits the Department of Health and Welfare to disclose health information about a victim of abuse, neglect, or domestic violence to law enforcement if the individual consents to the disclosure. Permits disclosure of health information to law enforcement about a victim who cannot consent because they are incapacitated if the officer receiving the information declares that they will not use it against the victim and that their law enforcement activities will be materially and adversely impacted if they have to wait for the victim to consent. Requires the Department to notify a victim that their information has been disclosed to law enforcement unless it is the judgment of professional staff that providing such notice would result in the perpetrator of the harm getting access to the information or place the victim at risk of harm.
