Requires hospitals to establish written policies and procedures for psychiatric services. Establishes standards for staffing of the psychiatric department, nursing services, physician services, social services, and a therapeutic activities program. Requires hospitals to maintain medical records for patients receiving psychiatric services and specifies the content of these records (e.g., psychiatric history, consent form, etc.). Requires hospitals to begin planning for a patient’s discharge upon their admission.
