Requires hospitals that provide emergency care to establish written policies and procedures and establishes a non-exhaustive list of topics that these policies and procedures should address (e.g., types of procedures authorized for emergency room delivery, handling of persons with contagious diseases, referrals/transfers to other facilities, etc.). Requires hospitals to maintain medical records for all patients that visit the emergency room and specifies the content of these records (e.g., arrival time, diagnosis, condition when discharged, etc.). Requires records to be kept regarding patients that are seen in the emergency room for minor elective surgical procedures. Delegates the task of  storing and filing medical records to the medical records services department.
