Establishes rights for patients receiving care in a licensed hospital that address items such as privacy, confidentiality, access to medical records, and participation in the creation of their care plan. Requires hospitals to inform patients or their appropriate representative of their rights before providing or discontinuing care. Requires hospitals to identify the person responsible for making medical decisions when a patient in unable to make their own decisions.
