Requires ICF/IDs to provide paper or electronic copies of records to persons who are the subject matter of the record, that person’s legal guardian, payers, and the Department of Health and Welfare. Requires ICF/IDs to maintain a census register and specifies the elements that must be documented in this register (e.g., name of facility residents, admission and discharge dates, etc.).
