Idaho Admin. Code r. 16.03.10.304, Personal Care Services: Procedural Requirements

Requires personal care services (PCS) to be provided in accordance with a plan of care or a negotiated service agreement (NSA). Requires a plan of care to address the participant’s medical and non-medical needs and to be updated when the participant’s needs change. Requires a plan of care or NSA to comply with the patient-centered planning requirements established in Idaho Admin. Code r. 16.03.10.316-317. Permits a licensed registered nurse or qualified intellectual disabilities professional to oversee PCS delivery and specifies the functions of such oversight (e.g., participating in the plan of care development, reviewing PCS records, reevaluating the plan of care, etc.). Requires the Department of Health and Welfare to issue prior authorization for all PCS. Requires PCS providers to maintain records for participants who receive PCS at their home or in a PCS Family Alternate Care Home. Specifies the information that PCS providers must document (e.g., date and time of visit, services provided, changes in the patient’s condition, etc.). Requires PCS providers to maintain records for participants who receive services in a Residential Care, Assisted Living Facility, or Certified Family Home in accordance with the regulations governing these facilities.
