Authorizes the Department of Health and Welfare to issue incentive payments to nursing facility providers that provide quality care. Permits the Director to establish the payment amounts. Clarifies that the payments are subject to the availability of state and federal funding and that they may be omitted if the total payment to the facility would exceed the payment amount estimated using Medicare cost reimbursement principles.
