Requires the MES medical director to enter a written agreement with an EMS agency to supervise licensed EMS personnel. Permits EMS personnel to provide medical care when approved by the EMS medical director or the supervising physician of a hospital or medical clinic. Authorizes the EMS medical director or supervising physician to withdraw or restrict EMS personnel’s ability to provide services if the EMS personnel fails to meet professional standards. Requires the EMS medical director or supervising physician to report withdrawn or restricted approval to the EMS Bureau within 15 days of their decision. Requires the EMS medical director or supervising physician to create a performance assessment and improvement program for EMS personnel. Grants the EMS director—subject to state or federal law—  access to agency, hospital, and clinic records relevant to supervising licensed EMS personnel.
