Requires licensed hospitals to be run by a governing body. Establishes minimum bylaws that the governing body must adopt. Requires the hospital administration to have a system to screen patients for their discharge planning needs and establish a transfer agreement with a Medicare/Medicaid skilling nursing home. Requires the hospital administration to implement a quality assurance program, address identified deficiencies, and document how they addressed the deficiencies and the outcomes.
