Requires Idaho Medicaid participants to enroll in the Healthy Connections program unless the Department of Health and Welfare provides an exemption. Authorizes the Department to issue exemptions for participants that do not have a Healthy Connections provider within 30 minutes or 30 miles of their residence, participants that are eligible for Medicaid for less than three months, participants that already have a primary care provider who does not participate in the program, nursing facility or IC/ID residents, participants who are retroactively eligible, or participants enrolled in the Medicare/Medicaid Coordinated Plan.
