Research in Pennsylvania

        Under many circumstances, the state of Pennsylvania may allow medical records that otherwise are required to be kept confidential, to be shared for research purposes.  For instance, the Health Care Cost Containment Council actively encourages research and demonstrations to design and test improved methods of assessing provider quality, provider service effectiveness and efficiency by accessing the council’s raw data files1, particularly to study and analyze medically indigent populations.2  Additionally any state agency may study and issue public reports on the special medical needs and need for financing of health services for minority and underserved populations.3

        Other types of information that may be permitted to be disseminated for use in health care research includes vital statistics4, disease reports and responses thereto5, and managed care data.6
