State and local health authorities may disclose reports of diseases or records of actions taken in response to such reports under the following circumstances:
- To members of the department or of a local board or department of health;
- To any individual where necessary and authorized by law; and
- For research purposes, if the information disclosed is limited to data contained in reports of diseases and the use of such information is limited to research.
