“Purpose under the human services law”
Green Mountain Care must provide comprehensive, affordable, high-quality publicly financed health care coverage for all state residents regardless of their ability to pay. Green Mountain Care must contain costs by:
- Providing incentives to residents to avoid preventable health conditions, promote health, and avoid unnecessary emergency room visits
- Establishing innovative payment mechanisms to health care professionals, such as global payments
- Encouraging the management of health services through the Blueprint for Health
- Reducing unnecessary administrative expenditures
