Report of lead poisoning. Parental notification. Availability of information regarding lead poisoning - Conn. Gen. Stat. § 19a-110

Health care facilities and clinical laboratories must report blood levels of lead greater than or equal to 10 μg/dL to the Commissioner of Public health and the health director of the locality in which the person resides within 48 hours of detecting the abnormality. The reports must (1) identify the person’s name, address, birth date, gender, and ethnicity; (2) contain the contact information of the provider that ordered the test; (3) include the date the blood sample was collected and analyzed and the results of the analysis; and (4) include other information as required by the Commissioner.  Health care facilities and clinical laboratories must also report the test results to the provider that ordered the test within 48 hours of detecting elevated blood lead levels. Health care providers must “make reasonable efforts to notify” the parents or guardians of children under the age of three that have elevated blood lead levels.

Institutions and clinical laboratories that conduct lead testing must submit monthly reports to the Commissioner that contain (1) the name, address, birth date, gender, and ethnicity of all persons tested; (2) the contact information of the providers that order the test: (3) the date of the blood sample collection and analysis and the results; (4) “laboratory identifiers;” and (5) other information as required by the commissioner.

Laboratories may send blood samples to other laboratories for analysis, but must agree on which laboratory will fulfill the reporting requirements.

Health care facilities and laboratories that report information in good faith are immune from liability that may arise in relation to their disclosure.
