Records. 
 
Classifies mental health records and information as confidential and privileged. Specifies the circumstances in which such records and information may be disclosed (e.g., in the course of providing services, for insurance or medical assistance claims, etc.). Permits the use of mental health information for research if the Department of Human Services establishes regulations governing such research. Prohibits the disclosure of identifying information for research purposes. Requires facilities that provide mental health services to maintain records.
