The State Department of Public Health must have a policy concerning research and evaluation using health statistics.  The policy should take into account the individual’s reasonable expectation of privacy including the protection of privileged communications, interest in data collection and access and individuals’ rights.

The Department must establish a non-profit organization to undertake the research and evaluation of the occurrence of disabilities in a particular group of people, the impact of personal illness on the economy, environmental and social factors, the determinants of health and nutritional practices, access and use of the health care system, and other public health policies and programs.
