Procedures protecting confidentiality and regulating disclosure of data and records

The department must establish procedures to ensure that records remain confidential.  The procedures must identify the data that cannot be disclosed until patient-identifying data is removed.  The confidentiality and disclosure requirements also apply to researchers and governmental entities.  Anyone that receives information under this section may not further disclose the information, unless authorized to do so.
