Medicaid System Reform 2008 - R.I. Gen. Laws Ann. § 42-7.2-16

The executive office of health and human services must reform the Medicaid system “so that it is a person-centered, financially sustainable, cost-effective, and opportunity driven program…” Reforms should address value-based purchasing, transparency and accountability, outcome incentives, care coordination, personal responsibility, consumer empowerment, community-based care, and technology improvements.
