Kan. Stat. Ann. § 65-6724, certain abortions prohibited

Establishes standards and procedures for performing abortions on ‘pain-capable’ fetuses. Requires a physician to determine that the abortion is necessary to prevent the pregnant person from dying or suffering a substantial physical impairment and then refer the pregnant person to another physician who will perform the abortion. Requires the physician who performs the abortion to also determine that the procedure is necessary. Requires the physician who performs the abortion to report their determination and justification to the Secretary of Health and Environment and to maintain medical records regarding the abortion for at least 10 years. Establishes a civil cause of action for the parents or guardians of a pregnant person under the age of 18 who receives an abortion or, the father of the aborted fetus if he is married to the person who received the abortion.  Makes a person’s first violation of this section a class A person misdemeanor and subsequent violations a level 10 person felony.
