Requires the State Board of Health Arts to petition a court to appoint a custodian for a health care provider’s medical records if they learn that the provider has abandoned the records, lost their license, refuses to allow patients to access their records, or whose death has prevented patients from accessing their records. Requires an appointed custodian to maintain the confidentiality of medical records and permits them to destroy the records in accordance with Kansas law.
