Authorizes prescribers to electronically transmit prescriptions to pharmacists and establishes standards for such transmissions. Permits pharmacists to issue a generic unless the prescriber writes ‘dispense as written’ on the prescription order or the FDA has determined that the generic is not a bioequivalent to the prescribed drug. Requires pharmacists to maintain records of dispensed biological products and communicate the name of the product dispensed and the manufacturer to the prescriber within five days. Requires such communication to occur by making a notation in a record that is accessible by the prescriber such as a pharmacy benefits management system or electronic health records system. Requires pharmacists to maintain records of dispensed biologicals for at least five years.
