Kan. Stat. Ann. § 65-1,241, establishment of birth defects information system

Requires the Secretary of Health and Environment to create a birth defects information system to collect and house information regarding congenital anomalies, stillbirths, and other conditions affecting newborns. Clarifies that such creation is subject to the availability of funding. Authorizes the Secretary to require reporting of conditions by physicians, hospitals, and freestanding birthing centers, but clarifies that the Secretary may not impose reporting requirements for information that these providers must already report pursuant to another law. Requires these providers to allow the Secretary to inspect patient medical records. Grants providers immunity to any liability that might arise from their compliance with the reporting requirements.
