Requires community mental health centers to have policies and procedures for utilizing de-escalation techniques and emergency behavioral interventions. Permits the use of restraints or seclusion only if other interventions have failed and only if necessary to protect the consumer from harming themselves or others. Requires the use of restraints or seclusion to be documented in the consumer’s clinical record.
