Requires birth centers to establish policies and procedures for a recordkeeping system that address confidentiality, security, and access. Requires centers to make records available to the Secretary of Health and Environment. Specifies the information that birth centers must include in patient records (e.g., identifying information, informed consent forms, referral information. etc.). Classifies patient records as confidential and prohibits their disclosure without patient consent. Clarifies that the Secretary may review these records without consent. Requires center to retain records for at least 25 years after the patient’s discharge. Requires centers to maintain records of quality assurance activities for at least three years.
