Establishes standards for hospital medical staffs. Requires hospitals to implement medical staff bylaws that address, among other items, completion of medical records and discipline for staff members that fail to complete medical records within 30 days of discharge or 48 hours of admission. Authorizes practitioners to order medication or treatment verbally. Requires the person receiving the order to document it in a patient's medical record as soon as possible and for the ordering practitioner to authenticate the order.
