Requires ambulatory surgical centers to maintain medical records for each patient and specifies the information that must be included in these records (e.g., patient consent forms, lab results, progress notes, etc.). Establishes retention periods for medical records (e.g., 10 years after the date of discharge). Permits the licensing department to access records to assess compliance with laws or during investigations into diseases that are of public health concern. Requires ambulatory surgical centers to maintain and report statistical data, infectious disease data, and administrative records to the licensing department if requested. Clarifies that this section does not forbid ambulatory surgical centers from using automated medical records so long as they otherwise comply with the stated rules.
