Establishes standards for hospital obstetrical and newborn services that address personnel, facilities and equipment, and procedures for care. Requires newborn infants to receive phenylketonuria, congenital hypothyroidism, and galactosemia screening prior to discharge. Requires hospitals to have a procedure for reporting evidence of an infectious disease in two or more infants to the licensing agency and a system for coordinating prenatal and postpartum referrals and follow-up care for at-risk patients and patients discharged within 24 hours of delivery.
