Requires abortion facilities to maintain confidential, secure patient records. Permits the Secretary of Health and Environment to inspect these records. Specifies the information that facilities must include in patient records (e.g., identifying information, medical history, lab results, etc.). Requires facilities to maintain volunteer records and facility information records.
