Iowa Newborn Screening Program (INSP)
 
Establishes standards and procedures for the Iowa newborn screening program. Requires all newborns in Iowa to undergo screening and authorizes the Department of Public Health to conduct monitoring of newborns identified as a having a hereditary or congenital disease. Requires health care providers to allow the Department to access medical records and data as part of this monitoring.  Requires the Department to conduct quality assurance and quality improvement activities. Permits parents or guardians to refuse screening in which case the provider must document the refusal in the newborn’s medical record and report the refusal to the Department.
