Defines public assistance fraud as including obtaining or helping someone obtain public assistance to which they are not entitled, selling property or concealing income to obtain public assistance to which they are not entitled, and helping someone sell property or conceal incomes so that person may obtain public assistance to which they are not entitled. Requires the Department of Health and Welfare to create a fraud control program to investigate public assistance fraud. Grants the Program authority to conduct activities that are not delegated to the Medicaid Fraud Control Unit in § 56-226.
