Makes the Office of the State Ombudsman for the Elderly custodian of all local ombudsman program records. Requires the Office to oversee information release requests. Permits the ombudsman to expunge records about cases that have been inactive for at least two years. Identifies the types of records that the Office must safeguard as confidential (e.g., interview notes, resident medical records, investigation records, etc.).
