The director of the department of health must create a “unified health care quality and value database” that will help, among other functions, identify health care needs and evaluate the impact of interventions on patient outcomes.  The database must also contain “a consumer health care quality and value information system” that will provide consumers with “transparent health care price information, quality information, and” other information specified by the director.

The director may require insurers to file “a consumer health care price and quality information plan.”

The director may not require the reporting of insurance coverage benefits regarding items such as disability income and long-term care.
