“When authorization required for disclosure of nonpublic personal health information under the Department of Financial Services regulations”

An insurer must obtain an authorization to disclose an enrollee’s health information. An authorization is not required for insurance functions, research purposes, permitted by law, to a governmental authority, or pursuant to a court order.
