This section establishes the health care bill of rights for patients of residential and nonresidential substance abuse treatment facilities. Among the rights listed are the right to be informed of the patient’s diagnosis, treatment and prognosis in a language that the patient can understand. The patient or the patient’s representative must participate in the planning of the patient’s medical treatment and be informed of the medical consequences of all medication and treatment alternatives. The patient has the right to provide informed consent prior to participating in experimental research. The patients have the right to privacy of medical care and confidentiality of medical information. Medical records may not be disclosed without the consent of the patient except to other health care providers during a patient’s transfer to another health care provider or as permitted by law.  Patients have the right to receive reasonable continuity of care and the right to access his or her own medical records.
