Connecticut establishes the “Connecticut Health Insurance Exchange” as a “public instrumentality” of the state that will serve individuals and employers. A board of directors, comprised of 12 voting members appointed by the Governor and General Assembly leaders, will administer the Exchange. Board members must have experience with topics such as health insurance, health care economics, and health care delivery systems. Connecticut prohibits board members and Exchange employees from maintaining an affiliation (e.g. employment, consultant) with an insurer, an insurance broker, a health care provider, or a health care facility.
